This is a novelty toy that kids would enjoy playing.  It measures about 5 ½” in diameter and has a penny in the center.  On one side it reads: LUCKY PENNY TOP, Grasp rim of coin to spin.  The Toycrafter 1996 Made in USA, Not for Children Under 3, Have Fun.  On the reverse side is a spiral design in green and purple and it reads:  Stare at the center of the spinning spirals, then looik at the back of your hand and watch it “breathe.”  It is made of wood.
