This listing is for a vintage metal spinning toy called FLUTTER TOP, made in USA. The item measures 4 - 1/2 inches diameter. It is probable that a thin metal color piece originally covered the center knob, but is now missing.
Condition - there is age, and handling and surface wear; there is a small dent at the outer perimeter - see photos
